Event Objectives

  • Developing, adopting, and effectively implementing national and global strategies (like the WHO’s “Towards zero leprosy” strategy or India’s National Leprosy Eradication Programme) to control and eventually eliminate the disease as a public health problem.
  • Promoting and protecting the full human rights and fundamental freedoms of persons affected by leprosy and their families. This involves abolishing discriminatory laws and practices (such as those that previously allowed for segregation or made leprosy a ground for divorce).
  • Critically assessing whether policies driven by statistical targets (like “elimination by 2000 AD”) translate into real-world health gains and improved quality of life for affected individuals, rather than leading to a premature reduction in essential services.

Event Outcomes

  •  political science often refers to how the political framing, policies, and management of leprosy control programs affect public health outcomes, social stigma, and civil liberties.
  •   The political environment can influence how data is collected and interpreted. A focus on achieving political targets can sometimes lead to data manipulation or underreporting, rather than data driving health policy based on real gains.
  •   Political decisions often drive whether leprosy services are integrated into general healthcare systems or remain as standalone (vertical) programs. Integration, while efficient, has sometimes led to a loss of specialized knowledge among general health workers, making early detection more challenging.
